[B] Scope of Service:
(1) Vendor needs to provide permitting licensing and land management system for an enterprise system to manage a wide range of building and land use permits, licenses, code enforcement cases, periodic inspections and related workflows. The goal of this project is to replace the current 13-year-old record tracking system with state-of-the-art technology that provides workflow automation, robust management reporting, mobile capabilities, citizen access, online permitting, electronic plan review and collaboration tools while also integrating with existing systems such as electronic document management, geographic information system, property tax assessment, business intelligence platform and financial management system. This will include migrating all records and their associated attachments to the new system. application as the system of record for managing data related to Permitting, Land Use, Inspections, Code Enforcement, Licenses, and other tasks since 2003. In addition to record management, the system will need to have integration with the City’s Geographic Information System, Sales Tax Data system, The system will also need to maintain a real time two-way integration with the City’s financial system, The City will need to have an online interface to make information publicly accessible and provide for self-service permit applications, possibility that business requirements have changed since the system deployment, this project seeks to explore replacing this technology with a new system for managing Permitting, Licensing, and Land Management. The City will entertain both On-premises and cloud-based solutions. community services record management and workflow automation platform along with related implementation services.
- Plan Submittal, Electronic Review, Tracking, and Storage: Provide capabilities of all plan review activities from project submittal through permit issuance to project completion. Includes online submittal, electronic plan review, and reporting. Development Review and Tracking: Provide the necessary software tools for central coordination and tracking of the general development review processes. Including notifications and workflow automation.
- GIS Capabilities and Interoperability with Permitting Software: In light of the fact that we already have the infrastructure in place through ESRI Software, we have the capabilities to store and manipulate spatial data. A new permitting software will not need the ability to store data but rather just use it through services as to not duplicate datasets between multiple software suites.
- Fee Collection: Able to refund with complete audit trail
- Payment flexibility: Ability to accept and record payments both in person and online in a variety of formats: cash, checks, credit cards, non-monetary transfer of bonds, etc.
- Payment flexibility: Allows bond entry and related encumbrance tracking
- Payment flexibility: Ability to alert user and stop new project/permits from contractors with fully encumbered bonds
- Payment flexibility: Ability to delete expiring bonds automatically or individually
- Cash, credit cards, debit cards e-checks and checks able to be used for payment.
- Able to link codes to mobile devices (laptop, tablet, cell phone, etc. (indicate which devices you support))
- Ability to flag permittees with fees due and track same across all permits
- Able to display which fee components received payments from a deposit and which portions of those components received payments from a deposit
- Automatic tracking of bonds and availability of funds
- Ability for system to permit/prohibit payment of fee based on pre-determined criteria as defined by client
- Identity trust verification and service-to-service application and information processing interoperability
- network bandwidth is an expensive resource that is being shared among many City departments and some applications require guaranteed bandwidth and priority. The City recognizes that the cloud service user experience depends on many factors and that to quantify those factors is a difficult and arduous task.
- All web pages and web application resources shall be served through the City’s exclusive public domain, englewoodco.gov or a City approved sub-domain cloudservice.englewoodco.gov. The City of Englewood requires all URLs and application URIs to be REST-ful utilizing best-practices. If clarification is necessary, contact the City for technical specification.
(2) All question must be submitted no later than April 22, 2019.
(3) The contract term will be for one year.
