Government Authority located in Colorado; USA based organization looking for expert vendor for creative marketing services.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide creative marketing services.
- Prepare design development, all creative elements and production work to include concept, copywriting, graphic design, account service, digital management, videography, photography, and any additional items needed to implement across all platforms including but not limited to digital, social, print, billboard, outdoor, brochures, television and radio.
- Prepare creative, unique marketing concepts year-round that include strategic reasoning for the direction of project working with the media buyer ensuring the correct specifications for the media placement and presenting to the airport via medium of airport’s choice.
- Prepare a wide array of creative marketing graphics that are specifically aligned with the target marketing area and not limited to planned media buys, media sales kit, branding of the in-house advertising program, other media outlets including Airport social media pages and in-airport signage.
- Manage timelines by communicating deadlines among any and all parties involved to ensure creative is delivered timely ensuring timely delivery on all task orders received from the airport.
- Manage allotted budgets and communicate expenditures to all parties involved to make certain the Airport remains within its overall marketing budget.
- Ensure proper invoicing and manage and correct any billing discrepancies.
- Airport will receive from and have sole ownership and usage of all native files and creative assets to use at their own discretion.
- Creative Agency will create an overall branding awareness by:
1. Refining the COS brand to increase margins and brand recognition
2. Generating community awareness of the airport, its benefits, its services, and its business opportunities
3. Assist with Public relations: create awareness and recognition of the COS logo out by trade and sponsorships agreements and cooperative, in-kind exchange opportunities
4. Provide guidance on connecting with the airport’s target audiences.
5. Assist with cooperative advertising campaigns with an emphasis on area ski resorts and other tourist destinations that the airport can service.
- Design and development of online branding:
1. LinkedIn - Business Travelers;
2. Twitter, Facebook, Instagram, Snapchat, etc. – Student travelers, Family travelers, Affluent travelers; Google, Travel website (i.e., Expedia) – personal traveler, the adventurous traveler;
3. Interactive advertising that induces travelers to post on social media
- Marketing campaigns:
1. Spring - i.e., Spring break travel made easier.
2. Summer - i.e., Colorado Mountains are just as fun in the summer as they are in the winter.
3. Fall - i.e., Fall break, last minute travel options and continuous awareness.
4. Winter and Holiday - i.e., Go home for the holidays, parking promotion to attract holiday travelers.
- The Airport anticipates running several additional advertising campaigns related to the following:
(i) Specific advertising of airport services:
- Parking options including valet, solar, low cost short and long-term parking
- General and corporate aviation
(ii) Specific advertising of airport business opportunities
- Business development opportunities
- Business Park:
• Marketing materials promoting land parcels
• Trade show materials promoting the airport
(i) Advertising placement evaluations and statistics:
• Creative agency must be able to collect, tabulate, summarize, analyze and report the effectiveness of marketing data provided with each task order;
• Develop online advertising summary reports that will include but not limited to, impressions, click through rates, cost per click, and total spend.
(ii) Reports will be used to determine benchmarks for evaluation, or conclusions to provide recommendations for future placement and for strategic planning for the upcoming year budget.
(iii) Other adverting as directed by the airport.
(2) All questions must be submitted no later than May 20, 2019.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
