[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide annual charges metering audit service to the government authority located in Denver, CO.
o Review flow metering portions of the district’s rules and regulations, section 4, annual charges for service to become familiar with the basis for flow metering.
o Review the transmission system facility drawings and interceptor infrastructure system (IIS) database to become familiar with the district’s metering facilities.
o Review district standard practices to meter flow, calibrate flow meters, inspect metering facilities and to validate the flow data collected.
o Review industry literature for the anticipated accuracy of a properly installed and maintained primary measuring device.
o At a minimum, to address a representative sample of flow meters, perform field inspection and audit of flow metering at one of each type of customer category facility and one of each type of primary measuring device to validate flow measurement, calibration, data analysis and reporting.
o Review sutron and operational data system (ODS) flow data records to compare raw flow data collected to ODS permanent record flow data.
o Review operation and maintenance records of a representative sample of inspections and calibrations of metering facilities.
o Contact other agencies in the industry similar to the metro district (examples being the Milwaukee metropolitan sewerage district and the Hampton roads sanitation district) to inquire about their flow metering practices in comparison to the district’s practices.
o Prepare draft audit report for district review.
o Prepare final audit report incorporating district comments.
(2) All questions must be submitted no later than May 21, 2019.
(3) A one-on-one pre-proposal meeting will be held from May 14, 2019 to May 20, 2019.
