Government Authority located in Colorado; USA based organization looking for expert vendor for public awareness and education campaigns services.

[B] Scope of Service:
Vendor needs to provide public awareness and education campaigns services to include design comprehensive and targeted campaigns and develop creative materials to promote healthy behaviours and outcomes among youth by developing campaigns to reach youth and developing campaigns to reach parents and trusted adults, the creative direction will be informed by formative audience research findings conducted by the offeror, coordinate the advertising flights to be strategic and coordinated about messaging saturation in the state market and to ensure there is no duplication of advertising placements, pursue and secure earned media whenever possible, including pitching stories to media outlets, and responding to media inquiries as needed, manage web/digital properties and social media accounts, coordinate with evaluation contractor to evaluate campaign effectiveness.
- To ensure effective, statewide reach within existing budgetary constraints, these campaigns will use a variety of marketing mediums including but not limited to digital ads, out-of-home, paid and organic social media promotion including influencer marketing, radio (English and Spanish)
and television, if appropriate.
- The campaign execution will include the negotiation and placement of mass media tactics based on target audiences, messages and geographic focus as outlined in strategic marketing and media flight plans.
- All intellectual property including without limitation, native design files, documents, research, programs and codes, as well as all, reports, studies, data, photographs, negatives or other documents, drawings or materials prepared by the selected vendor in the performance of its obligations under this contract shall be the exclusive property of the State.
- Create and implement a marketing plan which includes individual strategies for the different audiences, offeror will develop this plan in coordination with the various programs impacting youth health, increase the reach of paid media focusing on the priority populations as outlined above, increase the number of unique visitors to the websites, increase social media following/ engagement among priority populations, increase monthly web/social/digital engagement for youth.

Performance of the work will be Offsite. Vendor needs to carry work in their office location
