[A] Budget: Looking for proposal
[B] Scope of Service:
(1) Vendor needs to provide grants management solution project includes all planning, execution, implementation and training for a new public-facing web service for management of post grants, the vendor will implement a configurable solution that will allow to manage databases to accomplish management of grant application intake and review processes and easily review submissions for moving through decision-making process.
The grants management solution shall provide the following:
- Web-based platform and interface tailored to DOL specifications
- Ensure data consistency within system
- Provide high availability of system
- Role-based permissions
- Ability to self-administer application (e.g., add regions, users, deactivate regions, users, modify permissions, modify computations, etc.)
- Ability to modify design and content of web interface
- Customizable structured identifiers unique to each new record, all related documents, requests, correspondence, amendments, etc. are related by the unique identifier
- Capability to create and modify workflows for review and approval processes
- Capacity to modify, amend, consolidate or delete records
- Means to require attributes in each record
- Capability to apply exception handling and error handling logic (i.e., when required fields are null or incorrect format, amount requested exceeds amount available)
- Capability to configure grant computations in forms as well as within reports
- Submission forms for encumbrance, reimbursements, and application with sub forms
- Ability for administrators to create standard and ad hoc reports within system
- Ability to present audit reports of actions taken in system
- System configuration documentation
- Role based training material (e.g., Grantee Administrators, Grantee Signature Authorities, Controller, etc.)
- Provide authentication, verification of required documents
- Capability for exception handling for required document attachments (i.e., ensure all requested documents for application have been uploaded)
- Capability to create and modify in-system customizable email and notifications
- Ability to create and modify in-system templates for correspondence between post administrators and grantee administrators
- Capacity to automate scheduled reports and notifications
- Ability to stipulate data retention protocols within system.
(2) All written questions must be submitted no later than November 29, 2018.

Performance of the work will be Offsite. Vendor needs to carry work in their office premises.
