[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide financial advisory services related to affordable housing development financing as well as potential upcoming bond issues to the government authority located in Denver, CO.
- Affordable Housing Development Finance:
1. Assist in developing proformas utilizing available funding sources, including but not limited to Low Income Housing Tax Credits, grant sources, conventional financing, and other sources.
2. Assist in preparing and soliciting funding commitments from investors, lenders, and grant sources.
- Bond Issuance Advising:
1. Assist in planning for future revenue needs and financing mechanisms to meet those needs.
2. Work with staff, bond counsel, underwriters and other participants to develop preliminary and final official statements, and other documents related to sales of bonds or other financing instruments.
3. Assist in preparing for meetings with rating agencies, credit enhancement providers and other related parties.
4. Make recommendations regarding the timing, structure, pricing, and conditions related to sales of bonds or other financing instruments.
5. Assist in the execution and delivery of bonds or other financing instruments.
6. Advise about opportunities for future savings by refunding current debt.
7. Provide with ongoing financial advice on other financial issues as needed, including without limitation debt service forward delivery agreements and derivative products.
8. Provide guidance on constraints and requirements placed on tax-exempt debt by congress and the U.S. treasury.
9. Advise on matters concerning disclosure requirements compliance for debt issued by state and local governments.
11. Provide expertise to concerning sales options for municipal debt, including without limitation private bank placements, negotiated sales and competitive sales.
12. Provide advice on financing opportunities relating to local improvement districts, public improvement districts, metro districts, and tax increment financing.
13. Attend meetings with agency and others, as necessary, to effectively carry out the above tasks.
(2) All questions must be submitted no later than October 9, 2018.
(3) Contract term will be one year.
